Summary

Seeking a Congressional Affairs Specialist to manage inquiries, notifications, and Foreign Military Sales (FMS) processes.

We are seeking a highly qualified Congressional Affairs Specialist to manage communications, inquiries, and notifications between the agency and Congress. This role involves coordinating with various defense components and ensuring compliance with federal regulations, particularly concerning Foreign Military Sales (FMS).

  • *Key Responsibilities and Requirements by GS Level:**
  • *GS-11 Level:**
  • Develop timely, comprehensive, and factual responses to sensitive Congressional inquiries.
  • Coordinate responses with DoD components to facilitate Congressional understanding of complex issues and programs.
  • *GS-12 Level:**
  • Identify, evaluate, and recommend improvements for Congressional Notification processes.
  • Assess the impact of Congressional issues on successful completion of Foreign Military Sales (FMS) Congressional Notifications.
  • *GS-13 Level:**
  • Serve as a Subject Matter Expert (SME) for major arms sale transfers and Foreign Military Sales (FMS).
  • Coordinate with the Department of State (DoS), Military Departments, and other DoD components.
  • Lead and coordinate all DoD actions for Congressional Notification packages from inception to completion, adhering to federal regulations and policies.
  • Develop, process, and review Congressional Notifications for the sale or transfer of defense articles and services.
  • *General Experience Requirements:**
Applicants must possess one year of specialized experience equivalent to the next lower GS level (e.g., GS-09 for GS-11, GS-11 for GS-12, GS-12 for GS-13) in the federal service, military, or private sector. This experience must demonstrate the particular competencies required for the position.

  • *Education Substitution (GS-11 ONLY):**
A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, from an accredited institution may substitute for specialized experience at the GS-11 level. Transcripts are required.

  • *Combined Experience and Education:**
A combination of specialized experience and graduate education may be used to meet qualification requirements.

  • *Note on Experience:**
Qualifying experience includes both paid and unpaid work, such as volunteer service, which helps build critical competencies, knowledge, and skills relevant to the position.
