Communications And Outreach Manager

Leidos is seeking a dynamic **Communications and Outreach Manager** to lead strategic communications for emerging transportation technologies. This full-time, on-site role in McLean, VA, supports the Federal Highway Administration (FHWA) at the Saxton Transportation Operations Laboratory (STOL).

• *Key Responsibilities:**
• Develop and implement communications strategies to advance transportation research to national deployment.
• Manage and mentor a team of communications professionals, fostering growth and excellence.
• Oversee comprehensive project management, including scope, schedule, budget, and quality of deliverables.
• Create branding and content (presentations, web, social, reports, video scripts) to promote industry recognition and adoption.
• Quantify technological benefits to persuade industry stakeholders.
• Build and maintain strategic partnerships to enhance outreach efforts.
• Lead the planning and execution of conference strategies, including logistics and booth management.
• Support business development through proposals, client relationship development, and project budget management.
• *Required Qualifications:**
• Bachelor's degree with 8+ years, or Master's with 6+ years, in communications and outreach.
• Proven experience in staff development and project management across multiple deliverables.
• Demonstrated success in collaborating with technical teams, executives, and cross-functional stakeholders.
• Exceptional communication skills, capable of influencing diverse audiences.
• Ability to learn, adapt, and incorporate feedback for performance enhancement.
• Ability to obtain and maintain a Public Trust clearance (requires 3+ years U.S. residency).
• *Desired Qualifications:**
• Experience working with federal, state, or local government clients.
• Advanced understanding of the transportation industry, automated vehicle technologies, ITS, or AI.
• Knowledge of project management methodologies (Agile, Scrum, Waterfall) and tools.
• Expertise in branding, audience engagement, and Section 508 compliance for accessible content.

Occasional U.S. travel to industry conferences and project sites is required.
