Lead federal facilities management and construction projects, overseeing strategy, budgets, and teams with strong engineering expertise.

## Chief Facilities Division

  • *Overview:** We are seeking an experienced leader to direct and manage complex facilities, construction, and maintenance operations. This role requires a strong blend of engineering expertise, strategic planning, and supervisory capabilities within a federal environment.
  • *Key Responsibilities:**
  • Direct large-scale facility management and construction projects.
  • Develop and implement facility criteria, ensuring compliance with federal and local regulations.
  • Establish service standards and monitor contractor performance to meet agency requirements.
  • Formulate strategic short-term and long-term budgetary plans for facilities.
  • Perform comprehensive supervisory duties, including work planning, performance evaluation, employee counseling, and candidate interviews.
  • *Required Qualifications:**
  • *1. Basic Engineering Requirement:**
  • **Option A: Degree:** Bachelor's degree or higher in Engineering from an ABET-accredited program, or a program including differential/integral calculus and advanced courses in at least five of seven specified engineering science/physics areas.
  • **Option B: Combination of Education & Experience:** College-level education, training, or technical experience demonstrating a thorough knowledge of physical/mathematical sciences underlying engineering, and practical understanding of engineering sciences. This must be evidenced by one of the following:
* Professional Engineer (PE) or Engineer Intern (EI/EIT) licensure/registration. * Successful completion of the Fundamentals of Engineering (FE) examination. * Completion of at least 60 semester hours in physical, mathematical, and engineering sciences. * Bachelor's degree in a related scientific field (e.g., engineering technology, architecture, construction management) with at least one year of professional engineering experience under supervision.

  • *2. Specialized Experience (GS-14 Equivalent):**
  • A minimum of one year of specialized experience at a level equivalent to the GS-14 grade in the Federal service. This experience *must* include:
* Directing facility management construction projects. * Developing facility criteria in accordance with laws and regulations. * Establishing service standards and monitoring contractor performance. * Recommending strategic budgetary plans for facility objectives. * Performing a full range of supervisory duties (e.g., planning, evaluating, counseling, interviewing).
  • **Note:** Education **cannot** be substituted for this specialized experience requirement.

    Additional Requirements:**

  • **Eligibility:** Applicants must meet specific federal employment authority categories (e.g., Competitive Service DoD Civilian, Military Spouse Preference, VEOA). Proof of eligibility will be required.
  • **Competencies:** Strong skills in Oral Communication, Performance Measurement, Program Management, and Strategic Thinking.
  • **Time in Grade:** Current federal employees must have completed 52 weeks at the GS-13 grade level within the last 52 weeks.
