Business Systems Program Manager

The Defense Logistics Agency (DLA) is seeking a highly experienced Business Systems Program Manager to serve as our Enterprise Platform Owner for ServiceNow. This pivotal role requires strategic leadership to manage the core ServiceNow platform, support use case teams, and maximize resource utilization to foster a connected enterprise environment across DLA.

• *Key Responsibilities:**
• **Enterprise Platform Ownership:** Serve as the Enterprise Platform Owner for ServiceNow, leading the core platform team and guiding use case teams to maximize resource utilization.
• **Strategic Program Management:** Plan, direct, and integrate enterprise activities for major functional and complex IT programs, with a focus on those residing on the ServiceNow platform.
• **Policy & Compliance:** Develop and implement IT program policies, procedures, and practices to ensure DLA systems are responsible, accountable, and compliant with overarching directives.
• **Team Leadership & Mentorship:** Provide leadership, direction, and guidance to subordinate supervisors, coordinating multiple business systems efforts. Lead and mentor project managers, ensuring effective solution-based performance for system design, build, and testing.
• **Resource Optimization:** Direct programs for efficient resource utilization, maximizing return on investment for the ServiceNow platform and its applications to accomplish agency missions.
• **Future Visioning:** Conceptualize future interactions and use cases for the IT platform, communicating strategies to maximize investment in the ServiceNow ecosystem.
• *Qualifications:**
• **Specialized Experience:** One year of specialized experience equivalent to the GS-14 level (or equivalent in federal, military, or private sector) demonstrating the competencies to successfully perform the duties of this position.
• **IT Platform Expertise:** Proven experience working with and optimizing IT platforms and applications, specifically ServiceNow, understanding how applications interconnect within an enterprise.
• **Program Leadership:** Demonstrated ability to lead, direct, and integrate major IT programs, with a focus on enterprise-level impact and compliance.
• **Management Skills:** Strong leadership in managing teams through subordinate supervisors, providing guidance in complex IT environments.
• **Project Management Acumen:** Expertise in implementing and managing industry-standard project management methodologies for IT programs and sustainment.
• **Strategic Thinker:** Ability to conceptualize future IT platform interactions and develop strategies for resource maximization.
