Summary
Lead federal budget, policy, and legislative analysis as a Senior Executive, driving efficiency and upholding governance.
Join the Senior Executive Service (SES) to lead critical budget, policy, and legislative analysis initiatives within the Federal government. We seek a dedicated leader committed to upholding the U.S. Constitution, improving government efficiency, and serving the American people.
- *Key Responsibilities:**
- Lead and mentor senior professional staff across budgeting, program analysis, policy, and legislative analysis.
- Provide expert technical assistance and guidance to a diverse range of stakeholders.
- Present complex budget and policy issues to senior agency staff and officials, negotiating effective resolutions.
- Implement policy decisions to achieve timely and impactful results.
- *Technical Qualifications (TQs):** Your resume must demonstrate expertise in:
- **Team Leadership:** Leading senior professional staff with diverse expertise in budgeting, policy, and legislative analysis.
- **Strategic Communication:** Clearly presenting complex budget/policy issues, negotiating solutions, and implementing decisions effectively.
- **Budgetary Mastery:** In-depth knowledge of OMB Circular A-11 and Title 31 U.S. Code, applying this to draft legislation, develop new budget concepts, and articulate complex requirements.
- **Budget Process Expertise:** Expert understanding of the President's Budget preparation, legislative tracking, enforcement, fund apportionment, and reporting.
- *Executive Core Qualifications (ECQs):** For new SES entrants, your resume must also reflect:
- **Commitment to Rule of Law:** Demonstrated knowledge of U.S. government, commitment to the Constitution and serving the American people.
- **Driving Efficiency:** Strategic resource management, effective budgeting, cost reduction, and pursuit of process/technological improvements.
- **Merit and Competence:** Consistent production of high-quality, reliable work.
- **Leading People:** Ability to inspire teams, foster a high-performance culture, and drive accountability.
- **Achieving Results:** Demonstrated success in meeting individual and organizational goals.
- *Application Requirements:**
- **Resume Limit:** Your resume must not exceed **2 pages** and must clearly address all required ECQs and TQs with examples of experience, education, and accomplishments.
- **SES Candidates:** If you are a current SES member, OPM-certified SES Candidate Development Program (SESCDP) graduate, or have SES reinstatement eligibility, provide proof (e.g., SF-50) instead of addressing ECQs.
