Summary

Federal Budget Analyst needed for comprehensive financial planning, analysis, and strategic reporting.

This role involves dynamic budget management, analysis, and strategic financial planning for an organization, with responsibilities increasing with seniority. We are seeking candidates at the GS-9, GS-11, GS-12, or GS-13 levels.

  • *Key Responsibilities (Varying by GS level):**
  • **Budget Formulation & Execution:** Independently (GS-13) or with assistance (GS-9, GS-11, GS-12), develop and manage budgets to meet organizational needs.
  • **Financial Analysis:** Conduct detailed reviews and analysis of budget information, identifying trends and potential issues.
  • **Reporting & Presentation:** Prepare comprehensive budget justifications and effectively present findings to senior management.
  • **Performance Integration (GS-13):** Integrate program performance and accountability data into the budget process to drive strategic decision-making.
  • *Required Qualifications:**
Candidates must meet specific experience, education, or a combination thereof, along with time-in-grade requirements.

  • *Specialized Experience:**
  • **GS-13:** One year (52 weeks) at the GS-12 level, demonstrating independent budget execution, formulation, detailed analysis, presentation of justifications, and integration of performance data.
  • **GS-12:** One year (52 weeks) at the GS-11 level, involving assistance in budget formulation/execution, detailed analysis, and preparing/presenting justifications.
  • **GS-11:** One year (52 weeks) at the GS-09 level, focused on budget formulation and performing budget analysis.
  • **GS-9:** One year (52 weeks) at the GS-07 level, assisting with budget review and analysis.
  • *Education Substitution:**
  • **For GS-11 & GS-13:** Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education; or an LL.M. (if related).
  • **For GS-9:** Master's or equivalent graduate degree; or 2 full years of progressively higher-level graduate education; or an LL.B. or J.D. (if related).
  • **Combination:** A combination of education and experience may qualify if the total percentage of experience and education meets 100% of the requirements.
  • *Time-In-Grade Requirements (for current Federal Employees):**
  • GS-13: 52 weeks at GS-12.
  • GS-12: 52 weeks at GS-11.
  • GS-11: 52 weeks at GS-9.
  • GS-9: 52 weeks at GS-7.
  • *General Information:**
Experience can be gained in public, private, or volunteer sectors. Full-time work is equivalent to 52 weeks; part-time work is prorated. Federal employees on a non-temporary competitive appointment must have served at least three months in that appointment.
