Attorney - Advisor (Labor)

This position is for an Attorney specializing in Labor and Employment Law, with potential for placement at the GS-13 or GS-14 level.

• *Key Responsibilities:**
• Conduct substantial legal writing and communication.
• Perform original legal research and analysis.
• Represent the agency in complex labor and employment law matters.
• Engage in collective bargaining and negotiate agreements with union leadership.
• Advise on employee litigation, including removals and suspensions.
• *Minimum Qualifications:**
• **Bar Membership:** Must be an active member, in good standing, of a state bar (or territory, DC, Puerto Rico) and all licensed jurisdictions.
• **Education:** Possess a first professional law degree (LL.B. or JD) or a second professional law degree (LL.M.).
• *Experience Requirements:**
• *For GS-14 Level:**
• At least three years of specialized professional legal experience, with one year equivalent to the GS-13 level or higher.
• Demonstrated expertise in legal writing, communication, original legal research, legal analysis, and representing agencies in complex labor and employment law matters (including collective bargaining, union negotiations, and employee litigation).
• *For GS-13 Level:**
• **Option A:** At least two years of specialized professional legal experience, with one year equivalent to the GS-12 level or higher. Must demonstrate strong legal writing, communication, original legal research, legal analysis, and experience representing agencies in complex labor and employment law matters (including collective bargaining, union negotiations, and employee litigation).
• **Option B:** Two years of judicial clerkship experience.
• *Time-in-Grade (for Current/Former Federal Employees):**
• **GS-14:** Must have served 52 weeks at the GS-13 grade level.
• **GS-13:** Must have served 52 weeks at the GS-12 grade level.
• *Additional Information:**
• Volunteer experience (e.g., Peace Corps, AmeriCorps) is credited as qualifying experience.
• Selection at the GS-13 level may lead to promotion to GS-14 without further competition.
