Summary
Lead federal legal strategy and operations, driving efficiency and compliance for critical government programs while upholding the rule of law.
We are seeking a highly committed and experienced legal leader to provide expert counsel and strategic direction within the Federal government, upholding the rule of law and the U.S. Constitution. This pivotal role focuses on ensuring the efficiency and integrity of critical government programs.
- *Key Responsibilities:**
- Lead and direct comprehensive legal advice and services for DHHS/CMSD programs, including the interpretation, application, and enforcement of relevant laws, rules, and regulations administered by the Office of General Counsel (OGC).
- Develop and execute strategic legal plans and tactics, collaborating extensively with the Department of Justice, other DHHS departments, federal agencies, and key stakeholders.
- Ensure the substantive accuracy, technical completeness, and legal sufficiency of all matters related to CMSD and OGC administration.
- Manage, inspire, and develop a high-performing cadre of lawyers and support personnel, setting clear priorities and adhering to the highest ethical standards of public service.
- *Required Qualifications (Demonstrated Experience in):**
- **Legal Leadership & Expertise:** Sound knowledge of policies, regulations, and legislation governing DHHS legal advice and services, particularly for CMSD programs and OGC activities.
- **Strategic & Diplomatic Engagement:** Executive, managerial, and diplomacy skills to effectively collaborate with multilateral organizations and high-level officials on complex legal strategies.
- **Team Leadership & Ethics:** Directing legal teams, setting appropriate priorities, meeting client needs, and upholding the highest ethical standards in public service.
- **Executive Core Qualifications (ECQs) for New Senior Executive Service (SES) Entrants:**
- *Application Note:** Your resume, not exceeding two pages, must clearly demonstrate all required Technical Qualifications (TQs) and Executive Core Qualifications (ECQs) through examples of experience, education, and accomplishments. Applicants who are current SES members, OPM-approved SES Candidate Development Program graduates, or have SES reinstatement eligibility should provide proof of their eligibility (e.g., SF-50, QRB certification) instead of addressing ECQs.
