Summary

Lead a senior legal team, providing expert tax counsel on pass-through entities and strategic advice to high-ranking IRS officials.

The Office of Chief Counsel is seeking an Associate Chief Counsel (Pass-Through Entities & Activities) to lead a high-level legal team, providing expert tax counsel and strategic advice to senior Internal Revenue Service (IRS) officials. This role demands strong executive leadership and specialized tax law expertise.

  • *Key Responsibilities:**
  • Develop and implement nationwide legal strategies.
  • Provide dedicated legal advice and support to high-profile, top-ranking IRS officials.
  • Deliver effective, high-quality legal services to both internal and external clients.
  • Apply comprehensive professional knowledge of tax laws related to:
* Pass-through entities and activities. * Classification of domestic and foreign entities. * Passive activity and at-risk loss limitations. * Tax shelter disclosures. * Estate, gift, and generation-skipping taxes.

  • *Qualifications:**
  • **Education:** Juris Doctor (J.D.) or Bachelor of Laws (LL.B.) from an American Bar Association (ABA) accredited law school.
  • **Bar Membership:** Active member in good standing of the bar of a U.S. State, Commonwealth, Territory, District of Columbia, or Puerto Rico.
  • **Executive Leadership:**
* Demonstrated progressively responsible executive leadership and supervisory experience, indicative of senior executive managerial capability (typically at the GS-15 federal level or equivalent private sector). * Experience supervising employees through subordinate supervisors. * Proven ability in hiring, developing, and evaluating employees.
  • **Executive Core Qualifications (ECQs):** Must demonstrate possession of the following ECQs in your resume:
* Commitment to the Rule of Law and Principles of the American Founding. * Driving Efficiency. * Merit and Competence. * Leading People. * Achieving Results.
  • **Technical Qualifications (TQs):** Must clearly demonstrate in your resume experience and accomplishments related to:
* Ability to develop nationwide strategies and provide legal advice to high-ranking IRS officials. * Proven ability to provide effective legal services to diverse clients. * Comprehensive knowledge and experience in applying tax laws affecting pass-through entities, entity classification, passive activity/at-risk limits, tax shelter disclosures, and estate/gift/generation-skipping taxes.

  • *Desired Skills & Experience:**
  • LL.M. in Taxation.
  • Seven (7) or more years of professional legal tax experience.
  • Thorough understanding of the operations and organization of the Internal Revenue Service and Office of Chief Counsel.
  • *Application Requirements:**
  • Submit a two-page resume that highlights your Executive Core Qualifications (ECQs) and Technical Qualifications (TQs).
  • Be prepared to address each ECQ during a structured interview with the Office of Personnel Management (OPM) Qualifications Review Board (QRB). Written narratives for ECQs are not required.
  • Experience includes both paid and unpaid/volunteer work. Please indicate dates (month/year) and hours worked per week for all relevant experience.
