The Associate Administrator for Acquisition, serving as the Chief Procurement Officer (CPO), leads critical federal acquisition and procurement functions for a government agency. This senior executive role requires strategic leadership, expert knowledge of federal contracting, and the ability to drive efficiency and innovation in complex acquisition programs.

  • *Key Responsibilities:**
  • Direct and manage enterprise-wide acquisition initiatives and operational procurement activities.
  • Oversee strategic acquisition of commodities and services, ensuring compliance with federal regulations.
  • Lead and inspire a high-performance team, fostering a culture of accountability and continuous improvement.
  • Strategically manage resources, budgets, and drive efficiency through process and technological upgrades.
  • Develop solutions for complex acquisitions, applying sound and independent judgment.
  • Monitor progress towards organizational goals, making appropriate adjustments as needed.
  • *Qualifications:**

To qualify for this position, applicants must meet **one** of the following educational/experience criteria:

  • **A.** Successfully completed a bachelor's degree in any field (Transcripts required).
  • **B.** Successfully completed 24 semester hours in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (Transcripts required).
  • **C.** Held a Federal service position in the GS-1102 Contract Specialist series at grade level 5 or higher continuously since January 1, 2000 (SF-50 required).

Candidates must also show experience and accomplishments related to:

  • **TQ 1:** Expert knowledge of federal procurement theories, regulations, policy, and strategic acquisition, with strong oral and written communication skills.
  • **TQ 2:** Mastery of procurement principles for planning and managing complex agency acquisitions, applying high-level independent judgment.
  • **TQ 3:** Mastery of managerial and communication techniques to lead enterprise-wide acquisition initiatives, direct change, and oversee operational procurement for a large federal agency.
