Job Description

Summary

Lead complex management studies, craft strategic operational plans, and implement solutions for federal program objectives.

We are seeking a highly experienced professional to lead complex management studies, develop strategic plans, and implement critical operational programs. This role requires a strong analytical mindset, exceptional negotiation skills, and a deep understanding of federal regulations and military operations.

  • *Key Responsibilities:**
  • Lead comprehensive management studies, addressing broad and complex organizational challenges.
  • Identify, analyze, and propose innovative solutions to critical management problems, especially where established techniques may be insufficient.
  • Plan, organize, and direct projects, effectively negotiating with senior management to implement recommendations that involve substantial resources and procedural changes.
  • Develop, assess, and adapt multifaceted operational plans and programs to meet unique mission requirements.
  • Analyze reports, identify trends, and formulate sound conclusions to make appropriate recommendations.
  • Direct and manage staff involved in plans and programs, ensuring alignment with organizational objectives.
  • *Required Qualifications:**
  • **Experience:** A minimum of one year of specialized experience (equivalent to GS-12 federal service) applying design and conduct of comprehensive management studies, identifying solutions to complex management problems, and negotiating implementation of significant recommendations.
  • **Knowledge & Skills:**
* Expertise in analyzing, planning, and adjusting work operations to meet program requirements within available resources. * Proficiency in qualitative and/or quantitative methods for developing and assessing plans and programs. * Comprehensive knowledge of Public Laws, Executive Orders, DoD/Air Force Regulations, and administrative policies (e.g., FOIA, Privacy Act). * Understanding of Air Force, MAJCOM, and wing program goals, operational events, and evaluation methods. * Demonstrated ability to plan, organize, and negotiate effectively with senior management and external agencies. * Exceptional written and oral communication skills, with technical accuracy, for diverse audiences.
