Seeking a senior International Tax Counsel to provide expert legal guidance and executive leadership on complex international tax issues.
## International Tax Counsel (Senior Executive Service)
We are seeking a highly experienced and distinguished International Tax Counsel to provide expert legal guidance and executive leadership within a critical federal agency. This Senior Executive Service (SES) role demands exceptional legal acumen in international taxation and proven executive management capabilities.
### Key Responsibilities:
- Provide advanced legal counsel on highly complex international taxation issues, including foreign taxpayers with U.S. source income, U.S. taxpayers with foreign source income, transnational tax avoidance, and reconciliation of U.S. and foreign tax systems.
- Drive efficiency, strategically manage resources and budgets, and leverage technology for optimal outcomes.
- Lead, inspire, and develop high-performing teams, fostering a culture of accountability and excellence.
- Oversee the achievement of significant individual and organizational results, aligning efforts with strategic goals.
- Understand and manage the Office of the International Tax Counsel's functions and its vital relationships with other Treasury offices, IRS, Department of State, foreign governments, and international organizations.
- Lead organizational strategic planning and leverage resources to meet key objectives.
- **Education:** First professional law degree (LL.B. or J.D.) from an ABA-accredited law school.
- **Bar Membership:** Active member in good standing of the bar of a State, U.S. Commonwealth, U.S. Territory, the District of Columbia, or Puerto Rico.
- **International Tax Expertise:** Diversified legal experience tackling highly complex international tax matters, demonstrating a comprehensive understanding of global tax systems and issues.
- **Executive Leadership:** Proven management and leadership experience, including leading professionals, developing staff, and guiding strategic initiatives.
- **Professional Standing:** Significant professional recognition within the international taxation community, evidenced by publications, speaking engagements, teaching, or substantial contributions to tax associations.
- **Organizational Acumen:** Demonstrated understanding of inter-agency and international relationships pertinent to international tax policy.
- **Executive Core Qualifications (ECQs):** Experience demonstrating leadership in areas such as commitment to the rule of law, driving efficiency, merit and competence, leading people, and achieving results. (These must be evident in your resume, reflecting progressively responsible supervisory/managerial experience).
- An LL.M. in Taxation.
- Seven (7) or more years of professional legal tax experience.
