## General Attorney (Tax) - Senior Counsel (GS-15)

We are seeking a highly experienced Senior Counsel specializing in tax law. This role requires comprehensive expertise in procedural tax law and related legal concepts to handle complex federal tax matters.

### Key Responsibilities

  • Apply extensive knowledge of procedural tax law in various areas, including assessments, collections, disclosures, bankruptcy, and litigation.
  • Handle matters related to filing returns, tax payments, interest, and penalties.
  • Advise on Circular 230, ABA Model Rules of Professional Conduct, and the Administrative Procedure Act.
  • Manage electronic discovery and judicial practice and procedure in tax litigation.
### Qualifications

  • *Education:**
  • First professional law degree (LL.B. or J.D.) from an ABA-accredited law school.
  • *Bar Membership:**
  • Active member in good standing of the bar of a State, U.S. Commonwealth, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico.
  • *Experience (Post-Bar Admission):**
  • **4 years** of total professional legal experience, comprising:
* **1 year** of general professional legal experience. * **3 years** of professional legal tax experience.
  • At least **1 year** of this experience must be equivalent to the GS-14 level in the federal service.
  • *Professional Legal Tax Experience Defined:**

Requires comprehensive knowledge of procedural tax law, its interaction with other legal concepts, and experience in one or more of the following specialized areas:

  • Procedural aspects of filing returns and paying taxes.
  • Circular 230, ABA Model Rules of Professional Conduct, and the Administrative Procedure Act.
  • Assessment and collection of taxes (including interest and penalties).
  • Abating, crediting, or refunding over assessments or overpayments.
  • Disclosure, privacy, and FOIA matters.
  • Bankruptcy practice and procedure.
  • Summonses and information gathering.
  • Judicial practice and procedure, including electronic discovery in litigation.
  • *Education Substitution:**
  • An LL.M. degree in Taxation/Tax Law or a FOIA/Disclosure related field may substitute for one year of the general legal experience requirement.
  • *Federal Applicants (Time in Grade):**
  • Must have 52 weeks of Federal service at the GS-14 level or equivalent within the last 52 weeks.
  • *Important Notes:**
  • Only experience gained *after* Bar Admission may be credited as professional legal experience.
  • Qualifying experience includes both paid and unpaid work (e.g., volunteer work through National Service programs or other organizations).
