Summary
Senior legal professional sought for Deputy Benefits Tax Counsel, leading complex employee benefits taxation and policy within federal service.
- *Deputy Benefits Tax Counsel (Senior Executive Service)**
- *Key Responsibilities:**
- Lead and manage an organizational unit, overseeing programs and projects of significant scope.
- Direct the work of legal professionals, fostering a high-performance and accountable culture.
- Contribute to policy-making and strategic planning for employee benefits taxation.
- Provide expert legal counsel on highly complex issues including qualified retirement plans, health/welfare plans, executive compensation, long-term care plans, and payroll taxes.
- Collaborate with various government agencies (e.g., Treasury, IRS, DOL, HHS) and external benefits organizations.
- *Required Qualifications:**
- **Education:** Juris Doctor (J.D.) or Bachelor of Laws (LL.B.) from an ABA-accredited law school.
- **Bar Membership:** Active member in good standing of a U.S. State, Commonwealth, Territory, or District of Columbia bar.
- **Legal Expertise:** Extensive, diversified legal experience dealing with highly complex issues in employee benefits taxation.
- **Governmental Acumen:** Comprehensive understanding of the Office of Benefits Tax Counsel's functions and inter-agency relationships.
- **Professional Standing:** Demonstrated significant professional recognition within the employee benefits taxation community (e.g., publications, speaking, contributions to associations).
- **Leadership & Management:** Proven experience managing legal professionals, developing subordinates, leading strategic planning, and leveraging organizational resources.
- **Executive Core Qualifications (ECQs):** Demonstrated abilities in commitment to rule of law, driving efficiency, merit and competence, leading people, and achieving results.
- **SES Status (if applicable):** Current career SES appointment, eligibility for reinstatement, or OPM-certified SES Candidate Development Program completion must be clearly stated on your resume.
- *Desired Qualifications:**
- Master of Laws (LL.M.) in Taxation.
- Seven (7) or more years of professional legal tax experience.
- *Application Requirement:** Your two-page resume must clearly articulate and provide evidence of meeting all mandatory qualifications, including both technical (MTQs) and executive core qualifications (ECQs).
